About DPIASE
The National Policy on Education 1986 envisaged a thorough overhaul of the existing Teacher Education Programme. It envisaged the setting up of fifty Institutes of Advanced Studies in Education in India, preferably at the Revenue Division level to act as centres of pedagogic excellence. Three IASEs have been established in Odisha upgrading the erstwhile Postgraduate Colleges of Education at Brahmapur, Cuttack and Sambalpur with the financial assistance of the Ministry of Human Resource Development of Govt. of India.

Science and Technology, Art and Aesthetic, Moral and Spiritual, Social and Political, Cultural and Religious this Institute is in pursuit of producing qualitative, competent and committed, prospective teachers for the state so that they, in turn, shape/ reshape the generations for a creative and visionary society-our mission and missive also.
i) IDENTITY :
The erstwhile Dibakar Patnaik Training College; Berhampur has been upgraded and re-designated as the “Institute of Advanced Studies in Education” vide notification No.3/93/27053,Dated 14.12.1993 of the Govt. of Odisha in the Department of School and Mass Education. It is now named as Dibakar Patnaik Institute of Advanced Studies in Education, Berhampur. As per notification No.5053/SME, dtd.03.03.2021 of the Department of School & Mass Education , Odisha & Letter No.4057, dtd.24.06.2021 of the Directorate of TE & SCERT, Odisha, this teacher training Institute is under the administrative control of the Higher Education Department w.e.f. 01.06.2021.
ii) EVOLUTION :
The State University Committee appointed by the Government of Odisha under the Chairmanship of Prof. P. K. Parija had recommended the establishment of two federative Universities at Berhampur and Sambalpur if, and only if, teaching facilities in at least six faculties were available in the proposed University area.
Khallikote College, Berhampur had three faculties i.e. Arts, Science and Commerce. The Govt. of Odisha decided to establish a Medical College and that would take care of the faculty of Medicine. Berhampur was in desperate need of two more faculties to fulfil the criteria set by the Parija Committee to have the University at Berhampur. Engineering faculty was exorbitantly cost prohibitive.
So, it was decided to start the B.Ed. and law classes in Khallikote College and would provide the minimal of six faculties and facilitate the establishment of the Berhampur University.
The D.P.1.(HE) had grave reservations as regards starting the professional B.Ed. course in a General college like Khallikote College. Somehow, those objections were
met and the Utkal University sanctioned the affiliation to B.Ed. class of Khallikote College.
On 20th July 1966, the B.Ed. Department of Khallikote College started functioning. The Khallikote College was taken over by the Govt. of Odisha on 9th March, 1971. On 1st April, 1973, the Govt. of Odisha established the Govt. Training College, Berhampur by constituting the erstwhile B.Ed. Department as a unifaculty College of Education.
It became a Post-Graduate College during the academic session 1980-1981 when the M.Ed. course was started. The name of the college changed as Dibakar Patnaik Training college with effect from0l.03.1986 after the name of Late Dibakar Patnaik, the veteran freedom fighter, who significantly contributed to the spread of education in the undivided Ganjam district as the President of the District Board.
In pursuance of the National Policy on Education, 1986, it was also upgraded as an Institute of Advanced Studies in Education with effect from 14.12.1993 with M.Phil.(Edn.) class and other ancillary programmes.
iii) AFFILIATION :
The B.Ed. course was granted affiliation by the Utkal University with effect from 20.061966. Consequent upon the establishment of the Berhampur University in 01.01.1967 the affiliation was transferred to it. The M.Ed. course was affiliated to the Berhampur University from the academic session 1980-1981. The M.Phil. (Edn.) Course was affiliated to the Berhampur University from the academic session 1996-1997.
The Statutory body of Govt. of India i.e. National Council for Teacher Education (NCTE) has also granted affiliation to the B.Ed., and M.Ed. course of this Institute with an annual intake capacity of 100 seats vide its letter No.32766, Dtd.31.05.2015 and 50 seats vide letter No.32666, Dtd.31.05.2015 for M.Ed. course respectively.
iv) CATCHMENT AREA:
The premier Institute provides B.Ed. & M.Ed. courses to the trainee s selected through state level entrance examination by the Central Selection Committee headed by the Deputy Director , Deptt. of Higher Education, Odisha
It also provides In-service Training Programme to the Secondary School Teachers of Southern Revenue Division of Odisha and other areas as assigned by the Govt. of Odisha.
The DPIASE, Berhampur is expected to provide resource support as well as Library facilities to KSUB, CTE, Bhanjanagar and DAV, CTE, Koraput and to provide academic guidance to the DIETs at Jeypore, Tikabali, Khallikote.
Special In-service Training programmes are being conducted for the Inspecting Officers and Headmasters/Headmistress of S.T. Schools/ High Schools of all the District of South Odisha.
v) PEDAGOGIC SUPPORT :
This Institution provides pedagogic support and caries out academic interaction with the adopted schools as enumerated below for overall quality development in teaching and learning of secondary school students
